When Kualoa Ranch decided to give up full control in Kaaawa by leasing or selling its residential lots, it set up a separate association to take over responsibility for the interior roads. Every residential owner or lessee automatically becomes a member of the Kaaawa Beach Owners Association, referred to by most people simply as the Road Association. Along with the right to vote on association matters, members also share the financial responsibilities, including annual dues and special assessments, if any. And everyone needs to be aware that the Road Association has the legal right to collect unpaid dues, including placing liens on members' property. The declaration and bylaws of the Road Association prohibit residents from storing trailers, campers, boats, construction equipment or building materials on Kaaawa's roads, and the Board of Directors can make additional rules restricting parking.
